my boyfriend want to sign the birth certificate for my baby but also want a dna test done on the baby, is there anyway to get a free dna test in texas? (other than by filing child support)

Does a paternity DNA test have to be or must be established before any attempt can be made to collect child support?
**Recieved a letter stating he owes child support but he hasn't been established as the father nor is he on the birth certificate.**
My son ex girlfriend said my son was the father of her baby. He was involved during the pregency and birth. He also signed the birth certificate. A week later she told him he was not the father. She is very uncooperative and refuse to get a paternity test done. What must he do to get a court order paternity test? We have been getting alot of run around with the Social Services/Child support stating he already establish paternity by signing the birth certificate. What can we do?
